Is there anyone who has created mini, scalable icons. I am creating an online social media platform and need 16 x 16 pixel icons for it. I have looked through the internet and haven't been able to find a easy and fast solution to this.
Need suggestions, tips and best practices.

I have worked a lot on Icons. I used this software from the IconFactory.. Its best because its a photoshop plug in.
