Just one point on the topic of Paypal in India. It appears that Indian Government has intervened and has asked Paypal to suspend personal payments in India.

Source: TechCrunch, 5-Feb-2010
PayPal isn’t working properly in India. eBay’s electronic payment juggernaut appears to be blocking personal transactions to or from accounts of India-based users. It is reversing personal transactions; transactions involving businesses are still allowed.

Anuj Nayar, Director, Global Communications at PayPal tells us:
'I can confirm that personal payments to and from India have been suspended while we address some questions from our business partners. You can still make commercial payments. We’re trying to resolve the situation as quickly as possible and we’re sorry for any inconvenience this may cause."

There is something called Escrow.
Has anybody used it to make or receive payments?

I have heard, its very common amongst freelancers internationally!

@silly lily:

Source: "India Says PayPal Not Authorized for Money Transfer"; John Ribeiro, IDG News Service
PayPal needs authorization to operate a cross-border money transfer service, under the country's Payment and Settlement Systems Act, Alpana Killawala, spokeswoman of the Reserve Bank of India (RBI), said Thursday.

The Indian government is worried that intermediaries like PayPal are being used by freelancers who do not pay income taxes for income earned abroad, and also by financiers of terrorists in India, the analyst added. PayPal is popular in India with freelance software developers and content providers.

As of Jan. 31, Western Union and MoneyGram were among the payment systems operators authorized to carry out customer-to-customer, cross-border money transfer into India.

i was once trying freelance on Elance. They have a system of Escrow. Unfortunately these silly sites liek Guru.com and elance etc bring down the creative fees soooo much via bidding that its not worthwhile to do that anymore. its probably best for a medium sized company which has a couple of people hired ONLY to keep bidding online.
