in delhi try JWT, Ogilvy or Euro.
Else you could also try some smaller places with fire in their belly, like Out Of The Box

I have understood two things:
1) if you are looking for films, join a film maker
2) if you are looking at advertising craft, join one of the new ultra hungry small agencies.
