Looks like this is a scene from a 'Malayalam' movie. The actor serving the tea is suraj venjaramoodu. He is an accomplished comedian.

The other day, I saw this image in a movie poster -- 'Kappal Muthalali' (Ship's owner). This Malayalam film is directed by Thaha, who is famous for his comedy movies.

This image reveals that the 'flow' (of tea) is controlled by rotating the right ear of the mannequin.
