depends from client to client. You can safely charge 200 quids to 500 quids. But if it is large client then obviously you better ask them for their budget and charge accordingly.

did you finally do the job?
I just designed a Book Cover for a NYC based publisher for free. It was a favour for a friend...wonder how much I would have made.
